This is a short note to let everyone know - if you had not yet heard - that
we did not get a Trail Program enacted within the NY State Budget, which was
passed on 4/1/06. This was despite strong interest in its passage by the
Senate and Governor, and strong input from the riding public.
We are now working toward stand-alone Legislation to pass a Trail Program
law apart from the Budget, and this will require continued heavy-lifting to
get the Assembly - which successfully blocked the measure - to come into
line.
Due to some facts not yet coming out into the light of day, we have not yet
prepared a notice for general distribution to the full NYSORVA News List nor
for posting on the web site. But you deserve some basic info.
Still needing verification in black and white, here are some details related
by sources within the Legislature:
1) Assembly would not agree to a Trail Program being passed within the
Budget therefore it was removed from the final bills.
2) The 2005 Registration fee increase will be repealed. (Possibly retained
if a Program is passed in 60 days.)
3) The $15 increase collected in 2005 will be credited toward a "free"
renewal (meaning 2006 renewal costs $15 in the end)
4) In order for there to be movement on a Senate-Assembly-Governor consensus
Trail Program proposal, the anti-ATV environmental groups as represented in
the Assembly will insist on some form of ban on funding of public land
trails or an ATV access ban altogether from all for public lands, in some
cases to include Recreational Easement, and possibly a partial road access
ban particularly in Forest Preserve regions.
NYSORVA's Albany lobbying office is prepared to advocate for the most
practical middle ground solution within any stand-alone legislation that
will put a functional Trail Program in place.
A more detailed and verified explanation will follow to be posted on the web
site and distributed to the full NYSORVA News List when the facts are clear.
That information will be utilized to guide us through our next steps in the
fight to get a Trail Program in NY State.
